§ 41.09. Site plan content.

  • Documents required for a site plan review will depend on the proposal's size and complexity. All of the following items must be contained in each site plan unless the service-safety director specifically waives or modifies, in writing and with reason, a detail on the checklist or a site plan element if the service-safety director determines that such detail or site plan element is not necessary to determine compliance with any applicable requirement.

    (A)

    Name of project, boundaries, legal description, and location maps showing sites' location in the city, date, north arrow, and scale of the plan, along with a legend explaining all symbols used on plans.

    (B)

    Name and address of the owner of record, developer, and person who prepared the site plan.

    (C)

    Date site plan was completed shall be marked on all sets of plans.

    (D)

    All existing lot lines, easements, and rights-of-way. Include area in acres or square feet, abutting land uses, and the location and use of structures within 200 feet of the site.

    (E)

    Location and use of all existing and proposed buildings and structures within the proposed development, including gross floor area.

    (F)

    All exterior dimensions of the building, with all anticipated future additions and alterations.

    (G)

    Illustration of all existing and proposed traffic and pedestrian movement, including:

    (1)

    Ingress and egress;

    (2)

    Curb cuts on the site and within 100 feet of the site, including those on opposite sides of a street;

    (3)

    The location of all present and proposed public and private drives;

    (4)

    Parking areas;

    (5)

    Loading and unloading area;

    (6)

    Pedestrian circulation including sidewalks;

    (7)

    Ramps and paths; and

    (8)

    Curbs, walls, and fences.

    (H)

    Location, type, and screening details for all waste disposal containers.

    (I)

    Demonstrate compliance with ACC [Sections] 23.03.13, 23.03.25 and 23.08.05 regarding lighting. The direction of illumination and methods to eliminate glare onto adjoining properties must also be shown.

    (J)

    Location, height, size and materials of all proposed signage (ACC Title 23).

    (K)

    Plans for fire protection, including emergency vehicle movement and access, designation of fire lanes and signage, and water lines serving fire protection equipment, hydrant locations, sizes and fittings, as applicable.

    (L)

    Location of all present and proposed utility systems including:

    (1)

    Sewage systems;

    (2)

    Water supply system;

    (3)

    Gas lines;

    (4)

    Telephone, cable and electrical systems;

    (5)

    Storm drainage system including existing and proposed drain lines;

    (6)

    Culverts;

    (7)

    Catch basins;

    (8)

    Headwalls;

    (9)

    Endwalls;

    (10)

    Hydrants;

    (11)

    Manholes; and

    (12)

    Drainage swales, as applicable.

    (M)

    All existing water features and all proposed changes to these existing features. Existing water features include ponds, lakes, streams, wetlands, flood plains, and drainage control structures. Compliance with the Land Development Ordinance (ACC Title 27) shall be demonstrated pursuant to applicable city, state and federal requirements.

    (N)

    Zoning for adjacent parcels, including those across the street.

    (O)

    A table containing the following information must be included:

    (1)

    Area of building to be used for a particular use such as retail operation, office, storage, etc.;

    (2)

    Estimated number of employees on peak shift where applicable for parking requirements;

    (3)

    Maximum seating capacity, where applicable; and

    (4)

    Number of parking spaces required for the intended use(s).

    (P)

    A plan illustrating compliance with all landscaping requirements (ACC Title 37).

    (Q)

    Copies of soil logs and percolation test, if required under ACC (Title 27) or by another authority having jurisdiction.

    (R)

    Existing and proposed topography at one foot contour intervals, or as appropriate to the site (determined by the service-safety director). All elevations shall refer to the nearest United States Coastal and Geodetic Bench Mark. If any portion of the parcel is within the 100-year flood plain, the area will be shown and base flood elevations given. Indicate areas within the proposed site and within 50 feet of the proposed site, where ground removal or filling is required, and give its approximate volume in cubic yards.

    (S)

    A traffic impact study (TIS) shall be provided when new construction, expansion or change of use generates more than 100 new vehicular directional trips during the peak hour of generation, or 500 new vehicular directional trips in an average day, based on the industry standard list maintained by the Institute of Transportation Engineers (the Trip Generation Manual). The traffic study shall be conducted over a period of time judged to be typical for the area under consideration, as determined by the service-safety director. A traffic impact study shall also be required for new phases or changes to an existing development where a traffic study is more than two years old and roadway conditions have changed significantly (volumes increasing more than two percent annually).
