§ 41.07. Standards for review.

  • The planning commission shall review site plans and supporting documentation in terms of specific compliance with all minimum requirements, and the following:

    (A)

    Traffic: Convenience and safety of vehicular/bicycle and pedestrian movement within the site and in relationship to adjoining properties and public ways impacted by the proposed development, and compliance with any required traffic impact study or access request study.

    (B)

    Parking: Provisions for the off-street loading and unloading of vehicles, safe and adequate internal traffic control, ACC Chapter 23.08.

    (C)

    Lighting: Adequacy of lighting for public safety and minimization of light spillover, ACC Sections 23.03.13(G), 23.03.25 and 23.08.05(E).

    (D)

    Fire Protection: Accessibility of site and structures for fire and emergency vehicles, adequacy of waterlines and hydrants for fire suppression and compatibility of exterior fire suppression systems with existing city infrastructure, ACC Section 21.06.03.

    (E)

    Infrastructure: Adequacy of proposed water, sewer and storm drainage facilities for servicing the site. Compliance with applicable local, state and federal regulations, and compatibility with existing and planned public infrastructure.

    (F)

    Refuse collection and waste storage: Adequacy of refuse collection and storage areas to service the site, and compliance with all local, state, and federal regulations, ACC Sections 5.02.03 and 5.02.04.

    (G)

    Nuisances: Protection of abutting properties and city amenities from any undue disturbance caused by excessive or unreasonable noise, ACC Section 13.04.10, storm water runoff (ACC Title 27), soil erosion (ACC Title 27), and other off-site impacts.
