No person, except those expressly exempted under Sections 7.03.12 to 7.03.14, shall drive any motor vehicle within this city unless such person has been licensed
as an operator or chauffeur by the registrar of motor vehicles under Sections 4507.01
to 4507.39, inclusive, of the Ohio Revised Code.
