Except in the case of an emergency, no permit will be granted:

    (1)

To any person who has not yet made an application; or

    (2)

To any person who has outstanding debt owed to the city unless payment in full has been placed in an escrow account approved by the city auditor; or

To any person as to whom there exists grounds for the revocation of a permit in accordance with this title; or

    (4)

If, in the discretion of the service-safety director or his/her designee, the issuance of a permit for the particular date and/or time would cause a conflict or interfere with an exhibition, celebration, festival, or any other event.
